the license plates have been removed
Pretty clever, except that they should still be able to track down the owner via the VIN. Removing the plates just helps to suggest that this wasn’t a stolen car .

It’s New York. If there’s an event that requires removing trash cans because someone could hide a bomb in one, they have to lock up the mailboxes because those become trash cans.

Sometimes there are even stupider reasons. The MTA tried removing trash cans from subway stations, thinking that this would somehow decrease littering (at least this was the official reasoning, I suspect they really just wanted to cut their garbage collection costs) . Not surprisingly, limiting people’s garbage disposal options actually leads to more litter, more track fires, and more delays.
